Transport and Trade Terms (TTT)

A weekly Transport/ Trade Terms bulletin will be issued by Freightfox.com
We welcome any queries, comments or suggestions.
We may not know all the answers, but we are sure we know someone who does.

Chinese Import Service Fee (CISF)
This is a charge which has appeared in recent years for consignments from China and other countries in various forms.
It has led to disputes and arguments between importers and agents who handle the break-bulk end of Far East groupage services in Ireland ( and/or the UK ).

The crux of the matter is that a buyer of goods needs to set out and agree with his supplier the precise terms under which the goods are sold BEFORE placing an order.
There are official terms referred to as Incoterms. See Link
http://www.freightfox.ie/freight-tools/freight-dictionary/glossary-of-freight-terms/incoterms/

For example where the terms agreed are CIF Dublin (Incoterms 2000*):
This means in effect that the invoice amount charged for the goods by the seller , includes  the cost (of the goods), marine insurance ( on the goods  for the carriage to Dublin) and freight charges up to arrival Dublin port. Then the only charges normally which would be for the account of the buyer in Ireland would be costs associated with the clearance and delivery from Dublin port and a CISF should not arise. If it does it should be referred to the seller of the goods. However arguing the toss with your supplier and the import break-bulk agent at that stage, with the goods in the terminal and the threat of demurrage charges mounting up has the importer on the back foot in a big way.

It bears emphasizing and repeating that the terms of delivery need to be established with the supplier BEFORE an order is placed and the supplier of the goods left in no doubt that CIF Dublin means just that.

This issue can be a lot more complicated than shown above and we welcome any questions you may have – email us at colm@freightfox.com

* Incoterms 2010 are to be published next month by the International Chamber of Commerce.
